Spain imposes temporary border controls on air and sea arrivals from Italy

Move escalates diplomatic crisis sparked by a large influx of migrants from Morocco into the Spanish territory of Ceuta in late July 2026.

Spain has introduced temporary border controls on all air and sea travel from Italy, effective from midnight on 8 August 2026 until 7 September 2026, unless circumstances change.

The Spanish Interior Ministry stated that passport, nationality and visa checks will be carried out on Italian passengers and third-country nationals arriving from Italy “amid the persistent irregular migratory pressure.”

The decision is a direct response to Italy’s earlier reintroduction of similar selective controls on arrivals from Spain, which began around 1 August and which Rome has said will remain in place at least until 15 August.

Background – Ceuta crisis

The dispute originates from a major migrant surge into Ceuta on 30–31 July 2026. Spanish authorities reported roughly 70,000–78,000 people crossed from Morocco. Most have since returned, though significant numbers of unaccompanied minors remain in the enclave.

Italy described its measures as an “extraordinary” security step. Spain called them unjustified and damaging to EU unity, and demanded they be lifted by 9 August. Italy rejected the ultimatum.

Key points

  • Spain’s controls apply to flights and ships from Italy until 7 September.
  • Italy’s parallel measures continue at least until mid-August.
  • Neither country shares a land border, so the checks affect air and sea routes only.
  • The row pits Spanish Prime Minister Pedro Sánchez against Italian Prime Minister Giorgia Meloni.
